So after you install Joomla 3.0 you can place your website in offline mode while you work on it behind the scenes. Users will see a 'Under Construction' message in the meantime. I made my offline page look like the screenshot below:

- Go to your Global Configuration
- Modify Site Settings in Global Configuration
- Upload a Logo in Site Global Configuration
- Change Offline Message in Site Global Configuration
Steps:
1. Go to your Global Configuration
Global configuration contains all settings that are essential for your Joomla 3.0 website to run. Most importantly it contains information about your site, server, system, permissions, text filters, database password, database name, database user, and more.
- Login to your Joomla 3.0 Administrator Backend
- Click on ‘System'
- Click on ‘Global Configuration‘
2. Modify Site Settings in Global Configuration
You can change your Site name in the Site Settings in Global Configuration. You can also choose to set your website to be offline or online.
- Click on the ‘Site' tab
- Under Site Settings, set the following value:
- Site Offline = Yes
3. Upload a Logo in Site Global Configuration
You can also choose to customize your Offline message by adding an Offline Build a powerful pc for photoshop. image. Click on the ‘Select‘ beside the Offline image.
- Click on ‘Choose File'
- Select the file from your computer
- Click on ‘Start Upload‘
- Select the image once it appears in the image directory
- Click on ‘Insert‘
4. Change Offline Message in Site Global Configuration
You can choose to change your offline message content to anything you wish. You can also choose to hide it. In this case I chose to display my customized offline message.
- Under Site Settings, set the following value:
- Offline Message = Use Custom Message
- Custom Message = Hi there, Sorry my site is currently not available.
Please come back again soon!
- Click on ‘Save & Close'

So now you can view your Joomla 3.0 website from the frontend and you will see your offline message. It should look similar to mine (image at the very top). Let me know if you have any questions.
